    After all, they use 'cityofnewalbany' to access the site. Once there, you can bet your reading the propaganda of the Garner administration.
    Now, to iamhoosier;
    We still have reason to believe that Rumpke was indeed involved in a 'plan' with some folks downtown.
    More importantly, who is involved in the partnership of the NEW company that won our $1.2 million annual sanitation contract?
    Why was our contract awarded to a BRAND NEW company with no track record of demonstrated success or dependability? Bad move.
    Also, if that wasn't S.L. in that vehicle then he has a twin running around town.
    And, isn't the Bistro downtown serving Roger's beer?
    'Nuff said.

  • Just to show how woefully out of touch you are, EastdistEnded, let's go back to October, 2004, and my original rationale for choosing the blog address.

    In opposition to the mayor at the time, I sought to mimic the city's URL because it was my aim to make NAC a better source of information than the city's own site.

    (Hmm, we may actually have accomplished that, come to think of it.)

    Pray tell, EE, how is it that I receive instructions from a person from whom an e-mail has not been sent or received in perhaps a year (making a total of two, ever), and who I have not phoned (and vice versa) any time I can remember ... ever?

    No mail, no smoke signals, no clandestine meetings in parking garages. No potted plants moved back an forth on balconies.

    No messages in a pumpkin patch.

    I've run into the mayor maybe three times this year, each time in public (not counting council meetings).

    Hoes he manage to exert this conspiratorial control over my brain? Hypnosis? Vulcan mind meld? Parasite in the blood stream? Drugs?

    How? Enlighten us, possessor of wisdom. You're proiscuous with charges, but awfully light on evidence. But such is your intent here in spitwad blogland.

    Fact is, it is simply impossible for you to fathom reality-based thought resting on a foundation of human reason that is profoundly different from your daily celebration of pre-conceived notions, biases and hatreds.

    Sorry to keep bursting your feeble bubbles, EE, but I have no financial interest in the bNA, so it is impossible to make the case that it's my bar.

    And I've never advanced any plans to turn green buildings on Main Street into breweries. None. Zilch. Like I told Doug England, it's just another idiotic Internet rumor ... straight from the SOLNA's mouth, that is.

    However, you'll be esctatic to know that today I paid myself a commission for the beer we've sold to bNA since they've been open. The check came to $68.00 (for two months of deliveries).

    Whoa -- during the same time, I've spent several times that tiny sum eating meals there ... and at Rosita's ... and Federal Hill ... and selling the merits of these places whenever I have an audience of one or two.

    And you? That's right, you work the other, negative side of the street, don't you? And quite well, I might add.

    BNA's a great restaurant, and damned good for the city. The owners are savvy and dedicated, and their food is marvelous.

    Submerged as all of you seem to be in your conspiracies and bile, you're letting ideology stand in the way of appreciating good things that are happening downtown.

    That's a shame.

    Shaq guaranteed a title for the Heat. I'm guaranteeing that the present generation of downtown proponents are going to make revitalization happen, with or without your anti-everything fringe's assistance.

    We'd all rather have the assistance, though.

  • Coffee finally calls the State Board when he finds out the paper is doing a story on it.

    Would have been nice if he did it before he created the resolution.

    An official for the State Board of Accounts, which audits New Albany’s finances each year, said Tuesday he does not recommend the city hire an accounting firm for an independent audit as the City Council voted on Thursday to do.

    “We wouldn’t recommend that they get an independent audit because that’s exactly what we do,” said Mike Bozymski, deputy state examiner.

    Page 40 of the city’s 2004 audit lists nine city funds overdrawn that year, then reads, “The cash balance of any fund may not be reduced below zero. Routinely overdrawn funds could be an indicator of serious financial problems which should be investigated by the governmental unit.”

    Asked to elaborate on that language, Bozymski said it meant the council — the “governmental unit” — should examine the city’s financial records itself, along with the controller, Kay Garry.

    “I would say the city controller would certainly be involved in any discussions,” Bozymski said. “If they had specific questions they could certainly call upon our office for help.”

    Councilman Dan Coffey, who sponsored the resolution that passed 5-3 last week, said he spoke with the SBA Tuesday morning as well but “that’s not the same thing we were told.”

    “They didn’t say that they recommend sitting down with the controller,” Coffey said. “They said we have the right to have a controller or auditor with us, we have the right to bring them in when we have questions.”

    Told of Bozymski’s comments, Mayor James Garner responded: “That’s what I’ve been saying all along. The State Board of Accounts does a full independent audit every year; all the information is there.”

    So you think the City Council should sit down with the Controller and discuss the 2004 audit?

    I think a third party should be involved. I know some of the Council Members are business owners but I do not know if any of them has a degree in accounting.

    The results stated on page 40 of the 2004 audit are quite serious. I cannot understand why Mayor Garner did not demand an immediate investigation. Does he not have a MBA in business? It seems that someone with his education would be extremely disturbed over these results. I also cannot understand how Mrs. Garry let the books get into such shape. How could she let these accounts become overdrawn? If I were in her position I would be extremely alarmed and would do my own investigating and then report to the Mayor and the Council that the matter was resolved. I heard she is a stickler for details.

    When I worked as a bookkeeper I could not stand any account being out of balance. I had to have every penny accounted for. I would assume she would be even more obsessive than I.

    This whole situation seems really strange to me.

  • Roger Baylor has just admitted that he knows how much everyone that is commenting on this blog makes. The only possible way he could know that is if he knows who we all are.

    There is only one way that he could possibly have this information. Steve LaDuke delivered a package to him from the mayor (in a city owned car) To his new Brewery downtown.

    Incidentally the package was wrapped with a Tribune and placed in a Destinations Booksellers bag with an I (heart) valla ann bumper sticker attached.

  • Quick surmise here, back to citizen issues, here are some things to chew on:

    New Albany made the Indiana Law blog.

    That particular blog mentions several postings stating the case filed against the City Council will be thrown out on it's lack of merits. The law is wrote districts are based upon POPULATION, not REGISTERED VOTERS.
    Interesting.

    The State usually does "partial" Audits -- not full Audits. We have found out over the past two days this is a full audit for '04 from the State; but we would sincerely beg to disagree. After consulting several individuals versed in this subject matter, if a 'FULL' Audit was done, there would be no questions left to be asked. A "FULL" Audit wouldn't leave us wondering why the monies are the way they are; why 18.5 million in fixed capital assets are unaccounted for and don't match the Controller's office; etc...

    Having also heard the Federal Government is going to do an Audit is interesting news, also. Wonder if that rumour is true?

    And to whomever suggested that if we are in the red on an account and we would break "some kind of law" if we didn't pay such claim -- might want to go back to "governmental" accounting classes. YOU ARE NOT ALLOWED TO HAVE A NEGATIVE BALANCE IN ANY FUNDS, even if it means not paying that particular bill at that particular momento in time. You simply have the Controller go to the Council and ask for an "appropriation". May want to check on that those ins and outs. Devil really is in those details, aren't they?

    It ain't over until it's over and this just isn't over -- not by a long shot.

  • Is it just me? Or, is it just sooooo obvious how desperately & agressively these PP's work to try to discredit everything that comes along on this blog. They do it with a special 'spin' put on the subject until it resembles nothing of it's original form.
    That said, let me say that I have really been taken aback that 30 comments have been posted to nothing more than a title thrown out there.
    This tells me that people are ready to talk, to 'Speak Out Loud', to cooperate with the Federal Officials, and to take this opportunity to get everything out on the table.
    Let the chips fall where they may.
    Anyone who can come out against the need to have a clear picture of WHY City Departments are in the dismal conditions they are, and to determine where the money went, must have a vested interest in those two questions remaining unanswered.
    Nothing else makes sense. How can anyone be against the Council, the body elected to handle our monies (not Garner), wanting to have a thorough and valid accounting of where the City stands in terms of financial stability?
    Personally, I feel relieved. Finally, they are actually going to investigate why the audit came up with the unacceptable findings they did. And their recommendation that the governing body (named as the City Council) conduct an investigation of their own.
    CM Coffey's resolution is a long sought after necessary function of the City Council's financial responsibilities. And I applaud his courage in bring it on despite knowing he was going to catch the wrath of the PP's.
    CM's Coffey, Price, Schmidt, and Blevins are true public servants who have the best interest of the City at heart.
    The rest are caught up in their personal agendas and special interest.
    And whoever suggested that we cannot refuse to pay the claims for fear of being sued...don't make me laugh!
    Then you tell me how you reason that we will NOT comply with EPA Federal Mandates, under possible penalties of $16 million, yet the Consent Decree has been completely ignored.
    Explain why we haven't met our obligation there, where much more serious reprecussions can be anticipated? We are in contempt of several Federal Orders of compliance.
    All I've read of Garner's reasoning for not wanting an audit has been he's afraid CM Coffey is using it as a political football (false), and as Council President Gahan pointed out, it's so close to elections.
    I DON'T GIVE A FRICK ABOUT RUINING GARNERS POLITICAL CAREER!!!
    IF HE HAS SOMETHING TO FEAR, THEN HE IS PART OF THE PROBLEM, AND HAS NO ONE ELSE TO BLAME BUT HIMSELF (not Blevins).
    If anyone gets caught with a hand in the cookie jar, then they should be exposed and booted out! But this investigation into the audit finding MUST happen.
    The "Garnerites", trying to do 'damage control', now belly ache that $100K (if needed) is too expensive.
    What happened to the "spend money" mantra that they were so eager to trot out when they had some bright idea of their own that would require major investments. Nammely: Another City Court.
    Millions are OK with them, but a measly, nickle-dime tab of $100 grand and they go into a frantic tizzy!
    Amazing.

    What was it that they discovered that made them determine the idea wasn't "...the best route"?
    Could you give some examples of the studies they researched?
    When and where did they state their findings that a city court and associated costs wasn't the proper solution to generating more funds and enforcing codes?
    What other solutions are they looking at?
