Garner and the Good Life

Someone earlier today said, "Garner sure takes good care of his Staff"!
It was said in response to the information that part-time City Attorney Shane Gibson will pocket about $200K as a commission off the Scribner Bonds sale.
At least that's what MIGHT happen, and that's only IF the Bond sale actually occurs.
We had to reply:
"Yeah, he (Garner) takes real good care of his staff and himself. Almost as if money were no object." Then we got to thinking and had to finish with the following:
"It's a real shame that he has no concern for the general citizenry of New Albany." It's obvious he's not too interested in anything we have to say.
We wonder, would he have been elected Mayor if he had told us the truth about what he would do with his opportunity to be Mayor? What if he had told us what he was going to do?
"Pledge residential property taxes to back up $17 million in Bonds for public swimming pools and committ $400K annually out of EDIT funds for SEVENTEEN YEARS TO DO IT!!!
Because that EDIT money won't be available for Economic Development needs (sewer credits) he'll need to raise the Sewer rates every year for the next three years. That means once even after his term ends.
Meanwhile, the City will NOT comply with the EPA and signed agreed orders, but will still manage to spend $44 million in taxpayer monies.
Then, he will create a new fee to pay for Drainage (without proper approvals), bring sewer billing in-house, pay himself 3 salaries, and wrap it all up in a bundle and CALL it a Stormwater "user fee".
To top it all off, let's say we know he's going to:
Give away the use of public facilities and assets (sanitation) without compensation, and hide the details of a Privatization company.
He'll give us a Code Enforcement Officer, but no way to actually enforce the codes.
Is the point getting any clearer?
If not, let us sharpen it for you by adding a few more details.
Let's consider that much of this fiscal creativity requires Public meetings to discuss the issues and their financial impacts, and these have been held in the middle of the day, on a weekday, when very few people are able to attend. This was after an attempt to hold an "Executive Session" was thwarted by calls of violations to the Open Doors Laws and the Sunshine Laws.
No need for details just now, but that was the last straw.
It's time to take a more pro-active stance regarding these matters and the manner by which they are being decided.

    NO WONDER MANY RESIDENTS ARE VERY UPSET WITH THE MAYOR'S NEW BILLING SYSTEM.

  • Looking over the financial reports, we've found "New Drainage Fee". I don't remember Council approving any "New" fee related to Drainage.
    It's also known what a huge learning curve is needed to start billing services, and it can't be done in a 2 X 3 space.
    No one approved in-house billing, but he's doing it.
    What a mess.

    Mayor's Office is a mess.

    How can they use the $2.00 fee that we pay to improve Stormwater problems
    to set up a Collection Office in the Mayor's Office.

    The Sewage Collection Office in the Mayor's Office hasn't even placed any liens on the properties that have
    long overdue Delinquent Sewage Bills.

    They should be concentrating on
    collecting the overdue Sewage Bills.

    All your questions are very good indicators of how much this administration really cares about the Community as a whole, vs. how desperate they are to hide mistakes, secure the Police votes, and make sure certain 'friends' are well taken care of.
    Thus, the answer to question #1.
    This Mayor will secure the end of his political career if he attempts ANY rate increases for the Sewers.
    We know the history and we are aware of the missing funds.
    The "financials" of Sewage, Sanitation, and Drainage passed out to the Council at the last meeting are completely bogus!
    The ONLY way this Mayor can redeem himself is to call for a full investigation of the State Audit of 2004.
    Question #4: The Jail Bond money will be needed to pay all the Retirement buy-out benefits for the dozen or more Police Officers who plan to retire next year.

  • Hi, Dick -- Yvonne here. Enjoyed your questions, and you probably know how I'll answer them (I can hear you chuckling from here), but here goes ( :) ) :

    1. Will the Mayor impose a 15% increase instead of 32% and thus become a local hero?

    To me, the Mayor dug his hole when he voted against the Plan and then tried to defend its failure to the EPA. His off hand remark at a City Budget Hearing (which I did not attend) where he lamented Yvonne Kersey seem to have more creditbility than him absolutely floored me. Anything is possible with this sewer mess and the sewer financials mess and the new sewer billing mess they are moving in-house (being paid out of stormwater fees) and the new stormwater billing mess. But, the Mayor may try 'bout anything. I certainly wouldn't be surprised, would you?

    2. Will the City Council rescind the Bond monies for the pool thus freeing funds for City necessities?

    I've heard rumblings they can, but just not sure they will. Taxpayers best bet may be to head them off at the Indiana State Bond Bank because of the lack of financials and the "difference in financials", issued within the past 6 to 8 months, alongwith the '04 Audit. The Indiana State Bond Bank works for us, too. Council? (Which way is the wind blowing, Dick?)


    3. Will the Council do anything about out of City take home cars?

    Dick, this City has got to cut to the bare bones in order to get back in shape. The take home cars, the cell phones, so much waste (maybe I should say toooooo much waste) -- while Garner's administration feels certain Council members are "nickling and diming him". Garner will not admit the cuts have to come from the top, coming from him and his assistant Mr. Toran, and I don't think we are going to get around that self-entitlement attitude we have going on here. Remember how Mayor England got flack and he bought a "used car". We do, and we sure you do, too.

    4. Will the 2.5 jail bond EDIT monies being released from the County be used to pay sewer debt missing?

    Dick, I don't think so. Even though the monies missing are EDIT monies and I don't understand how legally you can "repledge" EDIT monies mentioned in other Bonds, etc., on another project, say Scribner. When I asked the Mayor at a Sewer Board meeting last year how he planned to replace the $540,000 missing out of the Inner-City sewer maintenance fund, he shrugged at me. I can't go back and look him in the face. I just can't do it. I don't know how I wold react, you know?

    Plus Dick, some Council members have been told by the County these monies are going to be needed to pay off all of the Police Officers taking retirement through the new proram the State instituted called "shots" or something, but we gotta cough up about 2 mil to pay these guys off, and the rumor mill is circling they're planning on using those funds for that.



    5. Will Bev Crump recuse herself from voting for her self-interest Daisy Lane project?

    She has assured me personally she will not on the Daisy Lane Project, but we did not discuss Police issues.

    6. If R. Smith runs for Council seat, will he ask for the Conservative Christian Vote?

    You are a hoot, Dick. You and I know how New Albanians feel, and that is just too funny, Dick. Good one. I'm laughing out loud.

    7. Will Dick Steward ever stop wondering about issues facing N.A.?

    Boy, I sure hope not Dick. Your questions are valid. We get a lot of distraction away from the issues. Thank you for bring them back to the front burner, if ya knkow what I mean.
