Proof of Sewer Overflows



For the sake of making our points about the sewer problems in the inner city, we have just recieved the photos that were recently promised as PROOF that the "rumors" are true. Raw sewage spills into the streets, out of the manholes, and presents a serious health risk to anyone near the areas.
It is imperative that we get our sewer infrastructure repaired to stop these overflows and illicit discharges into streams, roadways, and the Ohio river.
As you can see in one photo, there is a sign posted that warns of potential health hazards when overflows are occurring. These signs are supposed to be posted at every overflow site, but of course, this mandate has not been adheared to.
Please folks, understand, there was raw sewage backing up in basements after this last rain of less than 1", and that is unacceptable.
We just believe that certain serious conditions that cause harm to the City, as in stalling economic development, and harm to the residents, as in being exposed to raw sewage, should be at the top of the list of priorities for this administration to address. Knowing this sort of situation exists in the City, and is not being fixed, makes it hard for me to believe the Mayor can actually say he thinks he's doing a good job. He put himself on the Sewer Board, with pay, so he I hold him entirely responsible for the mismanagement that has occurred over the last 2 years.
Soon, they will be forced to admit these problems, and fix the faulty lines that are causing these horrible conditions. Then, we'll get hit with the sewer rate increase that has already been openly discussed. Only, the fact that the sewer fund was used as the City Slush Fund for so long, is at least a part of the reason that they do not have the money for these repairs.
Once again, we will be forced to pay for bad decisions and misappropriations of funds. We just don't believe that's fair.
The least we should expect is to see an Investigative Audit of the Sewer Department, and all the money that was taken to pay other obligations.
We are entitled to have such an audit before us before they can assess rate increases. All they have now is a 5 month financial report.
We want answers.

  • so the sewer fund is a slush fund? Youre right it propped up sanitation ( a financial drain) the mayor has stopped and now you fight a rate increase so that these very problems you point out can be fixed.

    You cant have it both ways, do you want the sewers fixed or do you want to keep crying to the EPA and then lobby to prevent the sewer utility from generating the cash flow it needs to fix these problems.

    PS I am certain the EPA knows about the overflows because there is a reporting requirement in the consent decree, the feds dont need you to tell them they already know it, so go stir your crap somehwere else

  • THE SEWERS WERE SUPPOSE TO HAVE BEEN FIXED BY THIS PAST APRIL. THE "CLOCK HAS STOPPED TICKING".

    THE INNER CITY DID NOT GET REPAIRED. THE CITY WAS EXPANDED TO TAKE ON MORE PEOPLE FROM THE COUNTY. THAT'S THE PART THE EPA DOES NOT LIKE! $44 MILLION, PLUS MONIES OVER THE PAST 15 YEARS. HOW MUCH IS THAT?

    We will list the locations of all the "ones" y'all STILL have to inspect after 1" of rain.

    This site provides dates and locations of New Albany sewage system overflows (SSO's).
    It even provides info on how many gallons gushed, and the "reason" the City gave for the incident.

  • Those gallons are "guess-timates" Laura. The City does not have gauges showing actual amounts that actually flows out of any of the SSO locations. Even in all of the monthly sewer books, it is always a "guess".

  • I also want to address the idiot, oops, make that the anonymous, from 10:55PM who seems to have it all figured out.
    We never said the Sanitation Department should continue under the Sewer Department with the budgets of both so convoluted, that neither could be properly assessed or audited.
    This WAS a bad decision in the first place. But, we couldn't stop them when they did it.
    What we DID advocate for was to give the Sanitation Union a 1 year opportunity to implement the plan they proposed to bring the Department back to its own, self-sufficient independent operation.
    As it stands now, it is impossible to tell what shape the sewer fund is in due to all the bad decisions that were made to pay for other obligations out of sewer money.
    Sanitation was only one of many.
    Now, they want to wring more money out of the rate payers pockets to do repairs that were already supposed to be done.
    We've already paid our part, only they didn't spend it the way they were supposed to.
    Now, we're supposed to pay for it AGAIN???

    The Robert E. Lift was "suppose" to have been fixed under E's admin, where did the money for that 1 go? The money for the grit bar screen which EMC knew about indefinitely, should have been included in the $44 MILLION DOLLAR PLAN -- why wasn't it? Now, is that 1 going to cost us 1, 2, or 3 MILLION more?

    The monies are missing (though without any numbers and only a five month financial statement, I'm going to have a hard time understanding any of the numbers being thrown at me this point in time (anxiously awaiting ALL THOSE AUDITS THAT ARE OUTSTANDING, RIGHT))?

    We have been tracking the "work", the "plans", the "TV'ing" of our lines since 1999. We keep asking how many more do they have to "TV" until they figure it out?

    Big Sam use to say ALL HOUSEHOLDS need grease traps, they put out more than restaurants. My bet is on the State Building Commissioner and other Federal offices that say that just isn't true. Then you turn around and give some of the biggest grease producing places in this fair City an exemption against the grease trap ordinance.

    As I said when the Council and Mayor presented those plaques at that City Council meeting, "Can we get the plaques back if the P L A N doesn't work? Seems like some people in the Administration didn't like hearing the Potty Police say that -- OH WELL. Walk around in this "****" for 10 to 15 years, spend your monies - hey isn't there some good camera men in town that can help us out at nite with pictures, becos old Faithful is pretty powerful down behind Hampton. And you know how pictures speak 1000 words.
    Happy NY NA. I really feel the EPA is going to help the citizens of this town GET PROPER INFRASTRUCTURE ON SEWERS, despite some. Sure am glad they work for us too!

    Last one we are looking for is November 28, 05, which is now archived. It reflects about six, but they left one off, Janie Lane (back in the woods) at the end of the street. They also did not list the tributaries that were affected, that should be.

  • Just an interesting note about what caught my eye in this mornings Courier, which explained the NEW company that will be taking over our sanitation services.
    Evidently, Bob Lee, of Clark-Floyd Landfill, LLC has formed a new company called "Southern Indiana Waste Systems", with 'partners', in order to take the City contract.
    Does this mean that Clark-Floyd was not really the winning bidder, but a proposal to create a new company, with 'partners', was?
    I tried to look it up on the Indian Secretary of State web site to see who the principles were, but there doesn't seem to be a listing for "Southern Indiana Waste Systems".
    Interesting that I found 2 listings for Clark-Floyd Landfill.
    One is listed with a parent company of CT Corporation System, located on Dixie Hwy. in Louisville, with a business address for CT Corporation in New York City.
    Sure seems convoluted to me.
    Wonder if we are allowed to see the contract that was signed, or to get more info about the NEW company formed solely for us, and our $1.9 million annual contract?
